Imphal: Manipur government has amended the Govt of Manipur (Allocation) rule, (2009), ‘as per an information received through an Office Memorandum from the office of the Divisional Forest Officer, Central Forest Division, Imphal, Manipur’.
With this amendment, the regulation of transit of Minor minerals both in Forest areas and Non-Forest areas or patta land is now with the Forest department, said the office memorandum signed by N. Ganesh, IFS, divisional Forest officer, Manipur.
All field functionaries and Range Forest officers have been directed to strictly implement relevant rules from MFR 2021 and Schedule of Royalty notification on November 10, 2022 and to collect revenue from TP fees and Royalty even in Non-Forest land vide IV (3) ((f) of the notification, the office memorandum mentioned.
Certificate of Origin shall be checked by each Revenue Stations and Mobile Beat Offices, irrespective of the origin of the minor minerals, it added.
“In case of Forest produces (sand, earth, stone i.e., minor minerals) excavated from Non-Forest areas or private lands, the Forest department can charge a Transit fees of 5 percent of the royalty of such produce, provided that there is a valid Certificate of Origin issued under Manipur Forest Rules by the DFO concerned. Transportation without valid Certificate of Origin, the vehicles may be subjected to confiscation.”
