Imphal: Forty MLAs who fail to take the responsibility on the present Manipur crisis are similar as ‘deserters’ and there is no provision to punish them under law, said socio political commentator and former BJP Manipur Pradesh spokesperson Chongtham Bijoy on Monday.
Bijoy was addressing to a group of reporters at his Lamphel residence, Imphal West.
He said among the 40 MLAs (of valley constituencies) there are some hiding outside the state, those MLAs are similar as a ‘deserters’.
It is time for MLAs to encourage the people by standing in the frontline and by guiding the people, he added.
He said there is huge difference for convening normal Assembly session and convening Special Assembly session in Manipur Legislative Assembly while during Parliamentary session. He said people want the Assembly to take a unanimous decision to control the crisis and to protect the territorial integrity and boundary of Manipur.
It is said that on August 10 and 11 Prime Minister and Union Home minister will be delivering speech on Parliament, if the unanimous decision or resolution was taken in advance in Manipur Legislative Assembly then it could be good for the present crisis of Manipur, said Bijoy.
The Naga MLAs and Kuki MLAs of Manipur Legislative Assembly can take decision after considering the consent of their community. But why the remaining 40 MLAs are not able to take the unanimous decision, he questioned.
People wanted to convene the special session of Manipur Legislative Assembly to know whether Prime Minister and Union Home Minister respect the unanimous decision of MLAs of Manipur that is taken in special session of Manipur Legislative Assembly, Bijoy said adding that people are curious to know if the decisions of the state MLAs are accepted or ignored.
He said maintenance of law and order should be handled by the respective state and for external aggression the defense minister of the center should take the responsibility. If the government fails to control the external aggression in time then there is a possibility of fulfilling the dream of ‘ Kuki homeland’.
To defend from the attack of external aggression the state assembly should resolve under a unanimous decision to introduce a special gun policy, compulsory of NCC course for students or to provide basic military training for the youths of Manipur and should sent their decision to the Union government whether it is accepted or ignored, Bijoy added.
Besides, clarifying the warning of minister Nemcha Kipgen mentioning that Bijoy must retract his baseless statement and tender an apology publicly within 48 hours failing which a slander suit will be filed against him, Bijoy added that there is a case continuing in the court and commenting on his resignation from BJP party will be subjudiced.
He said there are lots of things in the statement of Nemcha Kipgen to file defamation suit against her. She might not have knowledge that why he was terminated from BJP. For the issue, a case is still continuing at court and for using various adjective against him, he said he will surely file a defamation suit against her.
