Imphal, February 13, 2018 (DIPR) : On day 8 of the 4th Session of the 11th Manipur Legislative Assembly, five Demands for Grants amounting to Rs 14,780 503,000/- was unanimously passed by the House.
The Demands for Grants include Demand No. 7-(Police) Rs. 1422,21,02,000/-, Demand No.24- (Vigilance and Anti-corruption Department) Rs. 3,92,65,000/-, Demand No. 31- (Fire Protection and Control) Rs. 13,85,45,000/-, Demand No. 32-(Jails) Rs. 23,49,16,000/- and Demand No.33- (Home Guards) Rs. 14,56,75,000/-.
During the discussion, Leader of the House, Chief Minister Shri N Biren Singh stated that a new rehabilitation policy for the surrendered militants of the state will come into force from April 1, 2018. Clarifying on the observations given by members, the Chief Minister also assured the House that suitable stipends and proper skill development training will be given to them so that they can return back to their normal lives.
He also warned the police personnel not to take undue advantage and threaten any surrendered militant(s) living a settled life, failing which strict action will be taken up against those personnel. The Chief Minister also highlighted the importance of a strong police-public relationship as one of the most important factor towards bringing a peaceful society. He also assured the House that there will be zero tolerance towards any police official indulging in bribery while lodging FIR.
Replying to the observation made by MLA Md. Abdul Nasir on the drastic increase of drug abuse, the Chief Minister clarified that his government has declared war on drugs and the Police has been given power to tackle the issue besides strengthening of the Narcotics Cell.
The Chief Minister also informed the House that fast track court in each district is not feasible currently due to shortage of manpower.
Chief Minister said that a comprehensive scheme will be implemented with the assistance of the Central Government to set up different fire stations in the State and a detailed project report had already been sent. The issue about the shortage and drawbacks of the fire department was raised by MLAs’ Shri K. Ranjit, Shri Okram Henry and Shri Chaltolein Amo during their observations.
In today’s discussion for demands for grants, Shri Th. Lokeshwar Singh, Shri K. Meghachandra Singh, Md. Abdul Nasir, Shri Kh. Joykishan Singh moved the policy cuts while Dr. Chaltolien Amo, Shri K. Govindas Singh and Shri K. Ranjit Singh gave their observations.
During the Zero Hour, Opposition MLAs Shri Surjakumar Okram and Shri K. Meghachandra Singh raised the issue of Thoubal River pollution due to sand quarries and stone quarries. Shri Surjakumar Okram drew the attention of the House stating that water from Thoubal River is unsuitable for household usage and the people in Wangkhem A/C, Lilong A/C, Wabagai A/C, Thoubal A/C and Andro A/C are facing problems due to the water pollution. Speaking on the same matter, Shri K. Meghachandra Singh said the matter is of great concern and urged the Water Resources Department, Forest & Environment Department and Manipur Pollution Control Board to take up the matter seriously in the interest of the public.
