Imphal: The Manipur Commission for Protection of Child Rights (MCPCR) has taken up a suo Motto cognizance of the pictures shared on social media of minors in combat dress handling guns in training and rallies.
A video went viral on social media showing some children giving combat and gun shooting training. In the video one person was providing training to some children in some hill district.
In a letter submitted to director general of police, Manipur on Monday, it is mentioned that minors who are involved in such activities should be given proper rehabilitation and social integration to bring them back to the mainstream society. If any adults are found instigating or using minors for the above activities, they should be booked and punished under law.
“Taking into consideration the best interest of child and universal principle of the rights of children, it is our duty to look into the welfare and security of children in the State. It is pertinent that such videos and pictures should be removed immediately from social media platforms. DGP, Manipur is requested to investigate the matter, take necessary actions and submit a factual report to the State Commission within 10(ten) days of the received of this letter,” the letter said.
The MCPCR is a statutory body empowered by the Commission for Protection of Child Rights Act (CPCR Act), 2005 to monitor the entitlement of rights and safeguard for children provided in the Constitution and laws of the country and under Section 131(j) to enquire into complaints and take suo moto notice of matter relating to deprivation and violation of child rights, non implementation of laws providing for protection and development of children and non-compliance of policy decisions, guidelines or instructions aimed at mitigating hardships to and ensuring welfare of the children and to provide relief to such children.
