The Manipur Legislative Assembly today passed four different demands amounting to a total of Rs 1727,37,73,000. The four demands passed today pertained to Community and Rural Development (Rs. 1040,46,46,000); Power (Rs. 519,39,96,000); Youth Affairs and Sports (Rs. 81,22,18,000) and Minorities and Other Backward Classes and Scheduled Castes Department (Rs. 86,29,13,000).
Chief Minister Shri N. Biren, who is also in-charge of MOBC, clarifying the motion for disapproval of policy cut moved by the Opposition MLAs, said that time limitation and certain technical irregularities in regard to selection of beneficiary lists for award of housing scheme and scholarship has resulted in the delay of MOBC schemes implementation/fund release. The Government has no bad intention to delay the schemes. He further assured to implement the welfare schemes sincerely and transparently. The Government’s commitment to bring transparency has been manifested when it telecasts live the proceedings of the Assembly.
Opposition MLAs Shri K. Meghachandra, Md. Abdul Nasir, Md. Fajur Rahim and Shri RK Imo moved the motion for disapproval of policy cut and said there is need for proper utilisation of MOBC funds by the Government and raised that there is delay in withdrawal of MOBC funds by the Government thereby hampering related schemes.
Clarifying the motion for disapproval of policy cut in regard to Community and Rural Development, RD & PR Minister Shri Th. Biswajit said there is no room for suspicion in the e-tender process for awarding works under the department. The Government is committed to look into the various complaints regarding the implementations of works and schemes under the department and right the wrongs in line with the objective of providing connectivity to unconnected habitations.
The motion was moved by Opposition MLAs Shri N. Loken, Shri K. Ranjit, Shri D Korungthang, Shri Kh. Joykisan, Md. Abdul Nasir, Km. Ak Mirabai and Shri Th. Lokeshwar. MLAs from the Treasury bench Shri P. Sarat and Shri T.T. Haokip also took part in the discussion.
Youth Affairs and Sports Minister Shri Letpao Haokip, while clarifying the motion for disapproval of policy cut moved by the Opposition MLAs, said State Sports Policy was adopted in 1992. It was amended in 2003. Under this policy, various welfare schemes for sports persons and sports bodies have been taken up by the Government.
The YAS department has also taken up measures for the promotion of indigenous games like Kang, Mukna, Thang-ta, Yubi Lakpi etc. So far, 70 meritorious sportspersons have been given Government jobs. Besides, the department has already sent requisition to fill 21 vacant posts of coaches in different disciplines, YAS Minister Letpao Haokip said. He further assured that the department would make necessary arrangement to allot Govt quarters to archer L. Bombayla in consultation with the PWD.
