Imphal, November 18: Manipur remained paralysed today with the imposition of indefinite public cease work strike by Maoist Communist Party of Manipur demanding implementation of a mechanism to stop influx of outsiders in the state.
The Maoist rebel group urged the people to take up agitations from today until the government takes up a concrete measure to tackle the influx issue in order to save the original settlers of Manipur from extinction as a result of the increasing rate the outsiders.
All business establishments, educational institutions, government offices, transport, were paralysed in the state due to the Maoist strike. Essential services were exempted during the strike.
Various civil society organizations today gathered at Manipur Press Club to discuss on the Inner Line Permit issue by observing “2nd Decade Celebration of ILP Movement in Manipur (Kangleipak)”
The gathering put up how the people movement has struggled to restrict influx till today. It pointed out that there was a permit system before Manipur became a Part-C State of India on October 15, 1949. However the then chief commissioner Himat Singh abolished the permit system on this day of 1950.
In 1979-80 there arose foreigner’s issue. In 1989 Poramlen Apunba appealed the government for implementation of Inner Line Permit system. The demand was tabled on July 17, 1973. But it went in vain.
In the course of movement to restrict the flow of influx in the state on NOvemebr 18, 1997, IPSA spearheaded another momentum of ILP movement. On July 4, 2012 the JCILPS was formed by uniting various civil service organizations after FRIEDS took up agitations for six years.
On July 12, 2012 after MLA Dr. I. Ibohanbi moved the Manipur State Assembly to implement the “Bengal Eastern Frontier Regulation, 1973”, the state cabinet took a resolution to push for a bill to restrict influx. Still today nothing positive comes up says a statement of the obserbation committee of 2nd Decade Celebration of ILP Movement in Manipur (Kangleipak).
In August last year, the Assembly passed the Protection of Manipur People Bill, 2015, Manipur Land Revenue and Land Reforms (Seventh Amendment) Bill, 2015 and the Manipur Shops and Establishments (Second Amendment) Bill, 2015.
While President Pranab Mukherjee rejected the protection bill, the Centre is examining the two other bills. The joint committee has been demanding another bill that can replace the rejected bill.
