DDAM urges Manipur Govt to fully enforce RPWD Act, seeks separate department for persons with disabilities

Imphal: The Disabled Development Association Manipur (DDAM) has urged the state government to fully implement the Rights of Persons with Disabilities (RPWD) Act, 2016, and to set up a separate department for persons with disabilities in Manipur to safeguard the rights of differently-abled citizens.

The demand was made by DDAM general secretary Md Yunnus Khan during the association’s 19th Foundation Day function held on Monday at Singjamei Hao Ground. He stressed that while the RPWD Act was passed in 2016 under the Indian Constitution, its provisions remain poorly executed in the state, leaving persons with disabilities deprived of rightful benefits.

Khan highlighted the need for effective reservations in education and employment, as well as better access to sports, tourism, and skill development opportunities. He said that many states across India have already taken steps to strengthen welfare measures, but Manipur continues to lag behind.

He also appealed to MLAs and MPs to allocate a portion of their Local Area Development funds for disability welfare, while condemning the practice of using disabled persons for electoral symbolism without addressing their long-term needs.

DDAM reaffirmed that it would continue pressing for the RPWD Act’s complete enforcement in Manipur and fight for equal recognition, dignity, and opportunities for persons with disabilities.
