Imphal: On the last day of the 6th session of the 12th Manipur State Legislative Assembly, the House unanimously passed 7 (seven) Demands for Grants amounting to Rs. 4287, 28,67,000.

The Demands for Grants passed are (i) Demand No. 10- Education: a sum of Rs 3151,89,79,000/-, (ii) Demand No.15- Consumer Affairs, Food and Public Distribution: a sum of Rs 218,26,18,000/-, (iii) Demand No.38- Panchayat: a sum of Rs 117,24,70,000/-, (iv) Demand No. 40- Water Resources Department: a sum of Rs 652,70,41,000/-, (v)Demand No.43-Horticulture and Soil Conservation: a sum of Rs 124,49,57,000/-, (vi) Demand No.46-Science and Technology: a sum of Rs 6,04,52,000/- and (vii) Demand No.49- Economics and Statistics: a sum of Rs 16,63,50,000/-.

During the session, MLA Phungyar A/C, Leishiyo Keishing called for attention on the   unresolved boundary demarcation of the newly created 7 (seven) districts of Manipur, to which Leader of the House and Chief Minister N. Biren Singh stated that it is high time to reorganise the district boundaries based on administrative convenience rather than political convenience. With regard to this, a meeting of the stakeholders; community leaders, elected members, CSOs and NGOs will be called soon, he added.

Replying to a starred question raised by MLA Phungyar A/C Leishiyo Keishing, Chief Minister (In-charge of Finance) stated that in terms of revenue collection from Forest Department, Kamjong had the highest collection of Rs 7.82 crore and Rs 18.64 crore during 2022-23 and 2023-24 respectively, while in terms of revenue collection (GST, Forest, Professional Tax, Land Revenue, Excise and Hills House Tax), Kamjong is placed at 4th position out of the 16 districts during 2023-24.

Water Resource Minister Awangbow Newmai, while replying to a query raised by MLA Wangkhei A/C Thangjam Arunkumar Singh, said that the department is planning a long-term prevention measure to tackle flood. Under this, the department is implementing the flood mitigation project under Flood Management Border Areas Programme (FMBAP), a scheme of Ministry of Jal Shakti, Department of Water Resources, River Development and Ganga Rejuvenation, Government of India, he added. The Minister informed that the department is also planning to rejuvenate the retention basin and construct reservoir/dams. Apart from these, preparation is underway for a master plan for Manipur River Basin since the last two years and is expected to be completed by November this year, he added.

Awangbow Newmai also said that development of Flood Early Warning System (FLEWS), swifter mobilization of flood fighting equipment/machineries and manpower, and readily available flood fighting materials at vulnerable areas are being prepared as steps to improve response mechanism to such calamities in the future.

Replying to a query raised by MLA Kshetrigao A/C Sheikh Narool Hassan, Minister RD & PR Y. Khemchand said that the construction of bridge over Iril River at Loitang School, Top Mayai Leikai is expected to be completed by December this year.

In another starred question raised by MLA Phungyar A/C Leishiyo Keishing, Education Minister Th. Basanta Kumar indicated that the construction of DIET infrastructure project at Kasom Khullen Sub-Division is almost completed and that the inauguration of the infrastructure is expected by 31st October this year.

On the table of the House today, Chief Minister laid four papers namely- (i) Medium Term Fiscal Policy Statement, Fiscal Policy Strategy Statement & Macro Economic Framework Statement and Disclosure, 2024-25 (ii) Gender Budget Statement, 2024-25 (iii) State Finances Audit Report of the Comptroller and Auditor General of India for the year ended 31March, 2023 (iv) Report of the Comptroller and Auditor General of India on Performance Audit of Development and Promotion of Horticulture for the year ended 31March, 2020.

During the session, Chief Minister N. Biren Singh (in-charge of Finance) introduced and laid “The Manipur Appropriation (No.5) Bill, 2024 (Bill No.12 of 2024)”. He also laid the Government Bill Clause(i) The Manipur Goods and Services Tax (Seventh Amendment) Bill, 2024 (Bill No. 17 of 2024). Law Minister Th. BasantaKumar Singh laid Government Bill Clause (ii) ) The National Law University, Manipur Bill, 2024 (Bill No. 16 of 2024)”.

The House also passed all the three Bills. The 6th session of the 12th Manipur Legislative Assembly which began from 31st July to 12th August, 2024 was adjourned sine die today. The 9-day long 6th session of the 12th Manipur Legislative Assembly witnessed 9 sittings, 88 Starred Question out of which 4 questions were withdrawn, 33 Unstarred Questions, 16 Papers laid, 10 Calling Attention, Business Advisory Committee Report presented, Discussion on the Motion of Thanks to the Governor’s Address held and adopted, 9 Government Bills introduced and passed. A House Committee to inquire into the Influx of illegal immigrants and unnatural growth of villages in the State of Manipur was also constituted in this session. (DIPR)
