YFPHR demands Disciplinary Action against RIMS doctors, administrators

Imphal: The Youth’s Forum for Protection of Human Rights (YFPHR) has condemned doctors and hospital authorities for “committing grave human rights violation by (Regional Institute of Medical Sciences) RIMS authority”.

The forum has demanded to take disciplinary Action against the doctors, administrators, and senior officials found guilty of negligence must face strict disciplinary measures, including suspension of medical licenses and criminal proceeding, where applicable.

It said it is deeply shocked and condemned the gross medical negligence committed by RIMS, which has resulted in a series of preventable deaths of five people within a very short period. “These repeated failures are not isolated lapses but amount to grave violations of human rights and the right to health.”

These back-to-back deaths have created a climate of fear and distrust among the people of Manipur. The reputation of RIMS, once a premier medical institution, is in sharp decline. “We question whether the institute is producing doctors with competence and ethics, or whether it has become compromised by systemic negligence,” the youth forum said.

It expressed ‘serious concern about a possible nexus between medical practitioners and private hospitals’, raising suspicions that negligence in government facilities is being used to push patients towards private treatment for profit.

The youth rights forum urged the Manipur Medical Council, state govemment, and RIMS authorities to act as per its demands.

It demanded that the Manipur Medical Council must immediately constitute an independent inquiry committee under Section 13 of the Manipur Medical Council Act, 2009 and Rule 43 of the Manipur Medical Council Rules, 2053.

The findings of the inquiry must be made public within a fixed timeframe to ensure transparency and accountability, it added.

It said the state must provide adequate compensation to the families of the deceased victims and ensure psychological and financial support.

“The gvernment must ensure that senior and experienced doctors are posted round-the-clock in Emergency and Casualty wards instead of leaving them to junior staff, PG students so that critical cases are not neglected,” the youth forum pressed.
