Is 12th Manipur Legislative Assembly in existence or not? : MPCC to Guv

Imphal: Manipur Pradesh Congress Committee (MPCC) has sought governor Ajay Kumar Bhalla to reply on the existence of 12th Manipur Legislative Assembly as per Article 174 of the Indian Constitution.

The Manipur Congress committee members led by N. Bhupenda Meitei, AICC Executive Panel member, department of Law, HR and RTI, submitted a letter to the governor’s office here, on Tuesday, posing five ‘constitutional’ questions on the status of 12th Manipur Legislative Assembly.

The letter, written through Manipur PCC president Keisham Meghachandra, asked, “Is it to be concluded that the present 12th Manipur Legislative Assembly, as it stands since 12th February, 2025, or as it stands today, is alive?”

“Is it to be concluded that the present 12th Manipur Legislative Assembly, as it stands since 12th February, 2025, or as it stands today, is dead?”

“Is it to be concluded that the present 12th Manipur Legislative Assembly, as it stands since 12th February, 2025, or as it stands today, is constitutionally deemed to be dissolved?”

“Is it to be concluded that the present 12th Manipur Legislative Assembly suffices necessary conditions for the Hon’ble Governor to dissolve the Legislative Assembly under Article 174(2)(b) of the Constitution of India?”

“Is it to be concluded that any actions or Orders of the Hon’ble Governor of Manipur, in future, to summon the next assembly sitting as per Article 174 of the Constitution of India, if, in case, a new Chief Minister of Manipur is to demonstrate his/her floor test in the Legislative Assembly, would tantamount to a violation of the Article 174(1), and, hence, the Hon’ble Governor would be constitutionally barred from summoning the sitting for the next assembly session of the remaining term of the 12th Manipur Legislative Assembly?” MPCC asked.

Bhupenda briefed reporters the questions raised to the governor.

He said the governor on January 24 summoned an Assembly session to conduct on February 11 and declared it null and void on the day Biren resigned as chief minister.

Manipur has been under President’s Rule on February 13, after N.Biren Singh resigned as chief minister on February 9. The resignation came in 21 months of chaos in the state.

Biren’s resignation was reportedly under duress due to growing dissidence within the BJP-led government even as the Opposition Congress planned a no-confidence motion in the Assembly.

His resignation came five days after the Supreme Court sought the services of the Central Forensic Science Laboratory to provide a report on ‘leaked audio tapes’ allegedly featuring Biren as an instigator of the ethnic conflict in the state.
