Imphal: Manipur government has cautioned to take strict action against staff in various departments for demanding or accepting money during the preparation of salaries.
The government of Manipur has received complaints from employees alleging that certain staff members from various departments under the Government of Manipur are engaging in unethical practices by demanding or accepting money during the preparation of salaries. This conduct is a blatant violation of the laws and ethical standards, processes established by the state, a government notification said.
Every employee is mapped to a sanctioned post, updated in CMIS database. Salary bills are prepared against the sanctioned post. Drawal and Disbursing Officer (DDO) of DDO office under every department prepares a salary bill through CMIS payroll system, which is autogenerated. The bill authorisation slip is generated after DDO verification, provided fund is available in Budget Estimation, Allocation and Monitoring System (BEAMS). The bills reflected in BEAMS will be forwarded to Treasuries from BEAMS for passing of the salary bills, it added.
The established process for salary bill preparation and passing of the salary bill for employees under the state government is reiterated for careful monitoring by all head of departments to ensure that any person (official or unofficial) is not engaged in unethical practices by demanding or accepting money during the preparation of salaries, it said.
In light of the complaints received from employees that certain staff members from various departments are engaged in such unethical practices, all directors and heads of departments have been directed to issue strict warnings or notices to their respective staff to refrain from engaging in such unethical practices.
“Any staff member found indulging in such practices will face immediate disciplinary action, which may include suspension, departmental inquiries, or other legal consequences as per the relevant rules and regulations,” the notification said.
It urged employees to report any such misconduct to higher authorities without fear.
