Imphal: Local support is needed to conserve paddy land, if all the structures constructed on paddy fields are to be demolished as per the violation of the Conservation of Paddyland and Wetland Act, 2014, it could affect many incuding close relatives of legislators, said Agriculture minister Th. Biswajit on Wednesday in the state assembly.
The minister was responding to the policy cut motion raised by opposition MLA Th. Lokeshwar on the inability to protect agricultural land and effectively implementation of the Act(s).
Chief minister N. Biren Singh, who is also holds the portfolio of Finance, moved the demand for Agriculture with a sum of Rs 378,87,83,000 as grants for passing during the financial year ending March next year.
Lokeshwar said with the development works in Manipur, the area of many paddy fields has been decreased due to the construction of various structures for different purposes.
Concerning the protection of paddy land, the MLA about any step being taken for the protection of paddy land and the reason for the inability to effectively implement the Act(s).
Minister Biswajit replied that under the Conservation of Paddyland and Wetland Act, 2014, a total of 1,473 cases have been taken up, and action has been taken under the Act in 1,172 of those cases.
He said the Act was implemented in 2014, so the state government is trying to take necessary steps for those who violated the Act before it was implemented.
As many big structures are constructed on paddy land in violation of the guidelines, it will be hard for the government to take stringent action, the minister said.
