Imphal: Manipur department of social welfare has published a draft “Manipur State Policy on Substance Use, 2019” in the official Gazette on July 8 for which suggestions and objections have been sought by the department for finalisation of the policy.
The draft policy will be available on the state govermment website http://manipur.gov. in and department’s official website http://socialwel faremanipur.nic.in besides the official Gazette.
The policy has been drafted by a drafting committee constituted by social welfare department, consisting of different stakeholders- civil organisation, student organisation, law enforcement aencies, NGOs and line departments with due deliberation and discussion.
The suggestions and objections, if any, have to be furnished on or before August 20, social welfare director Ngangom Uttam Singh said on Thursday.
The policy envisages making Manipur free from substance use disorders by adopting a multi-pronged strategy that includes Drug Demand Reduction, Drug Supply Reduction and Harm Reduction.
The implementation will also require a multi-sectoral approach in which various stakeholders and line departments such as health, education, agriculture, forest, horticulture and law enforcement agencies, ete., will jointly combat the drug menace in the state. Once the policy is finalised, the concerned line departments can develop and implement various schemes and programmes under the broad framework of the proposed Manipur State Policy on Substance Use, 2019, the director said.
The policy can be fully implemented with the active cooperation and participation of civil organisations, student organisations and general public as a whole, he added.
