Imphal: Following the nation-wide lockdown extension through out the month of June Manipur government has on Monday issued new guidelines to be followed during the lockdown.
An order issued by the state home department said there shall be complete lockdown and curfew in all containment zones as notified by the concerned deputy commissioners till June end. There shall be curfew in Imphal city and other district headquarters from 2 pm to 5 am on all days till June 15 subject to further review depending on the situation. In respect of other areas there shall be curfew from 5 pm to 5 am till June end. The High Court of Manipur may plan its activities in respect of judiciary as deemed fit, keeping in view of the lockdown orders and the guidelines, it added.
The exemptions are subject to observance of National Directives for Covid-19 management.
The state government has assessed the situation arising out of sudden increase in number of positive cases in the state from among the people returning from outside and it is felt necessary to impose restrictions further, it said.
ACTIVITIES THAT ARE PROHITITED THROUGH OUT JUNE ACROSS THE STATE
1. All Interstate bus services except those permitted by Home department.
2. All Inter district public transport except those permitted by Home department
3. All auto rickshaw and taxis, wingers and similar public transport
4. Schools, colleges, educational / training / coaching institutions shall remain closed.
5. Hotels, restaurants and hospitality services except those meant for housing health / police / government officials / healthcare workers / stranded persons including tourists.
6. All cinema halls, shopping malls, gymnasiums, swimming pools, entertainment parks, theatres, auditoriums, assembly halls and similar places.
7. All social / political / sports / entertainment / academic / cultural / religious functions / other gatherings and large congregations.
8. All religious places / places of worship shall be closed for public. Religious congregations are strictly prohibited.
9. All saloons and spas.
10. All three markets in Ima Keithel and Retail shops in Ngari gall.
ACTIVITIES THAT ARE PERMITTED THROUGH OUT JUNR ACROSS THE STATE
1. All activities related to essential services.
2. Health related activities:
a) Hospitals, nursing homes, clinics and dispensaries.
b) All chemists, pharmacies and all kinds of medicine shops including Jan Aushadhi Kendras and medical equipment shops.
c) medical laboratories and collection centres. d) Veterinary hospitals, dispensaries, clinics and related pathological laboratories and sale and supply of vaccines.
3. Social sector:
a) Operation of homes for children / disabled / mentally challenged / senior citizens / destitutes / women / widows.
b) Observation homes, after care homes and Juvenile homes.
c) disbursement of Old Age pension / widow pension / freedom fighter pensions, d) operation of Anganwadi centres by distribution of food items and nutrition once in 15 days at the doorsteps of beneficiaries. Beneficiaries should not attend Anganwadi centres.
4. Movement of cargo and goods:
a) All goods vehicles are allowed to cross interstate border at Mao, Jiribam and Jessami.
b) All drivers and helpers of the trucks who enter the state from outside the state shall mandatorily follow the Standard Operating Protocol already notified by the home department. Any person visiting their home, shall remain under Home quarantine as per the advice of health department.
c) Shops for truck repairs and dhabas on highways with social distancing prescribed.
d) Movement of staff and contractual labour for operation of railways.
5. Online teaching
a) All educational establishments are expected to maintain the academic schedule through online teaching.
6. Commercial and private establishments:
a) Print and electronic media.
b) Courier service.
c) Private security services
d) Food processing units
e) MSME related activities in rural areas
f) Mineral water manufacturing and distribution
g) Home delivery of food by restaurants and outlets.
7. Finance Sector:
a) Reserve Bank of India and RBI regulated financial market
b) Bank branches and ATMs and business correspondents
c) LIC and its branches
d) Microfinancing institutions approved by competent authority.
8. Public utilities:
a) Telecommunication and internet services
b) Operation of Water / sanitation and waste management sectors
9. Fisheries:
a) Operations of fish farms and fishing.
b) Fish feed plants 10.Public Utilities.
a) Distribution of LPG through Home delivery.
b) Postal Services including post office.
c) Petrol Pumps.
ACTIVITIES THAT ARE PERMITTED THROUGH OUT JUNE IN AREAS EXCEPT IMPHAL CITY AND DISTRICT HEADQUARTERS (6 am to 4 pm)
1. Shops and Establishments:
a) Home Delivery of essential commodities.
b) All Locality based retails shops.
2. Agricultural and related activities:
a) Farming operations by farmers and farm workers in field.
b) Agencies engaged in procurement of agricultural produce including Farmer Producers companies.
3. MNREGA works:
a) MNREGA works are allowed in rural areas with strict implementation of social distancing and face mask.
4. Construction activities:
a) Construction of roads and railway projects in rural areas.
b) Construction and maintenance of rural water supply schemes.
c) Brick fields.
5. Animal husbandry:
a) Collection, processing, distribution and sale of milk and milk products.
b) Operation of poultry farms and hatcheries c) Animal feed manufacturing.
6. Offices of central and state Government:
a) All central and state government offices shall be opened. All officers of the rank of under secretary and above shall attend. In respect of other categories 33 percent of the staff will attend office by rotation.
b) All Treasury offices will function with required staff.
c) There shall be total ban on visitors.
ACTIVITIES THAT ARE PERMITTED BETWEEN JUNE 1 AND 15 IN IMPHAL CITY AND OTHER DISTRICT HEADQUARTERS (6 am to 2 pm).
1. Home Delivery of essential commodities.
2. All Locality based retails shops except those in Dharmasala area, Thangal bazaar and Paona Bazaar in Imphal for which separate order will be issued. The responsibility of maintaining social distancing shall be with the shop keepers.
3. Wholesale markets at Imphal for sale to retail shops as permitted by deputy commissioners on district wise rotation basis as currently followed.
4. Collection, distribution and sale of milk and milk products.
5. Petrol pumps.
6. All central and state government offices shall be opened. All officers of the rank of under secretary and above shall attend with minimum required staff.
National Directives for Covid-19 Management
PUBLIC PLACES
1. Wearing of face cover is compulsory in all public places.
2. All persons in charge of public places and transport shall ensure social distancing as per the guidelines issued by ministry of health and family welfare.
3. No organization/ manager of public place shall allow gathering of five or more persons. 4. Marriages related gathering shall ensure social distancing, and the maximum number of guests allowed shall not be more than 50. 5. Funeral/ last rites related gathering shall ensure social distancing and the maximum numbers allowed shall not be more than 20.
6. Spitting in public places shall be punishable with fine, as may be prescribed by the state/UT local authority.
7. Consumption of liquor, paan, gutka, tobacco etc. in public places is not allowed.
8. Shops will ensure minimum six feet distance (2 gaz ki doon) from each other, and also ensure that not more than five persons are present at one time at the shop.
WORK PLACES
1. Wearing of face cover is compulsory in all work places and adequate stock of such face covers shall be made available.
2. All persons in charge of work places shall ensure social distancing as per the guidelines issued by ministry of health and family welfare, both within the work places and in company transport.
3. Social distancing at work places shall be ensured through adequate gaps between shifts, staggering the lunch breaks of staff etc.
4. Provisions of thermal screening, hand wash and sanitizer preferably with touch free mechanism will be made at all entry and exit points and common areas. In addition, sufficient quantities of handwash and sanitizer shall be made available in the work places.
5. Frequent sanitization of entire workplace, common facilities and all points which come into human contact e.g. door handles etc. shall be ensured, including between shifts.
6. Persons above 65 years of age, person with co-morbidities, pregnant women and children below the age of 10 years shall stay at home, except for meeting essential requirements and for health purposes.
7. Use of Arogya Setu shall be made mandatory for all employees, both private and public. It shall be the responsibility of the head of the respective organizations to ensure 100% coverage of this app among the employees.
8. Large physical meetings to be avoided.
9. Hospitals/clinics in the nearby areas, which are authorized to treat Covid-19 patients, should be identified and list should be available at work place all the times. Employees showing any symptom of Covid-19 should be immediately sent for check up to such facilities. Quarantine areas should be earmarked for isolating employees showing symptoms till they are safely moved to the medical facilities.
10. Arrangements for transport facilities shall be ensured with social distancing, wherever personal/public transport is not feasible.
11. Intensive communication and training on good hygiene practices shall be taken up.
