Imphal, February 19, 2018 (DIPR) : On day 11 of the 4th session of 11th Manipur Legislative Assembly, Chief Minister Shri N. Biren informed the House that Transfer Policy for Manipur Police will be implemented from April 1, 2018. He was responding to a question raised by MLA Shri K. Ranjit during the question hour. Leader of the House, Shri N. Biren said that the same policy will cover Women Police personnel as well.
Responding to another question raised by MLA Shri D. Korungthang, the Chief Minister disclosed that an enquiry involving alleged misappropriation of Rs. 7,57,41,636 crore is in progress under Vigilance Enquiry Case No. 36/PE/SPV/2017, and the final report is likely to be received soon.
Replying to another query raised MLA Shri P. Brojen, the Chief Minister said that the total estimated cost of mega tourist circuit consisting Marjing Polo, Kaina and Khebaching (Khongjom) is Rs. 4839.63 lakh while the estimated cost of Khebaching (Khongjom) alone is Rs. 2915.76 lakh. He further informed the House that the Union Ministry of Tourism had stopped sanctioning funds after the release of Rs. 950.32 lakh in 2013 and Rs. 82.86 lakh in 2014 as first and second instalments respectively.
The State Government had recently released Rs. 45 crore from its exchequer to complete Khebaching project while required funds for the completion of Marjing Polo had been sought from the NEC. Likewise, similar arrangements will be made for Kaina as well, if the Union Ministry of Tourism refuses to release the pending amount. The Chief Minister further said that Rs. 682.86 lakh had been utilised in Khebaching project so far.
Replying to a question raised by MLA Shri K. Meghachandra, the Chief Minister said that Manipur Development Society had executed 11 components under Integrated Mega Tourist Circuit at Kaina, and the overall progress of work is 70 per cent. He further informed that Rs. 90 lakh had been released to the contractor for the construction of a tourist lodge at Kaina.
Responding to another question raised by MLA Alfred Kanngam Arthur, the Chief Minister said that the National Disaster Response Force (NDRF) is likely to release around Rs 100 crore within 10-15 days as relief for the damages caused by Cyclone Mora. However, the total relief amount sought by the State Government from NDRF in the aftermath of Cyclone Mora was Rs. 432.64 crore, he added.
Replying to a question raised by Alfred Kanngam Arthur, Forest and Environment Minister Shri Th. Shyamkumar informed the House that there are three permit systems for movement of timbers within and outside the State. Import permit is issued by the Government of India while permit for transportation of timber outside the State is to be issued by the State Government. However, it is currently banned in the State, he added.
The Minister further said that the transportation of timber within the State is regulated by Forest Department under Working Plan Prescriptions and all the movements of timber are accompanied by Water Mark Transit Pass (TP).
Shri Shyamkumar further said that the Supreme Court order dated 15th January, 1998 (TN Godavaraman Vs. Union of India) is enforced and implemented in Manipur as well, and the total number of Central Government sponsored schemes implemented under the State Forest Department since 1998 is 32.
Responding to a question raised by MLA Shri S. Bira, Revenue Minister Shri Karam Shyam said that the State currently has no distinct boundary map of nine old districts and the seven new districts. Distinct boundaries of all the 16 districts can be ascertained only after the Boundary Commission submits its report, adding that the final report is likely to be received within six months as survey work in almost all the districts (except a couple of hill districts) had been completed.
