Imphal, February 8, 2018 (DIPR): Four Demands for Grants amounting to Rs 14,195,283,000 was passed by the House today. The Demands for Grants include Demand no. 8 (Public Works Department) Rs 990,29,46,000/-, Demand no. 26 (Administration of Justice) Rs 97,09,26,000/-, Demand no. 44 (Social Welfare Department) Rs 327,55,11,000/- and Demand no. 46 (Science and Technology) Rs 4,59,00,000/-.
Shri K. Govindas Singh, Dr. Chaltonlien Amo, Shri Th. Lokeshwar Singh, Shri D. Korungthang, Shri Meghachandra Singh, Shri D.D. Thaisii, Km. AK. Mirabai Devi, Md.Abdul Nasir, Shri Kh. Joykisan Singh, Shri Surjakumar Okram and Shri K. Ranjit Singh raised policy cut during the discussion of the demands in the evening session.
Giving clarification on Demand No. 8 (Public Works Department) Chief Minister Shri N. Biren Singh said that State Government cannot check blacklisted contractors from taking part in tenders as NHIDCL is under the Ministry of Road Transport and Highways. He also said that there is no instruction from the Centre to blacklist the same while replying to policy cut raised by Shri Kh. Joykisan Singh, Shri K. Govindas Singh and Dr. Chaltonlien Amo.
In his statement during discussion on the same demand, Works Minister Th Biswajit Singh also said that the department had no prior information regarding the ‘blacklist status’ of the contractor neither the company intimated the Works department. As NHIDCL is under the Ministry of Road Transport and Highways, the Department cannot initiate any action against the company.
