Imphal, February 20, 2018 (DIPR) : Chief Minister Shri N. Biren Singh, who is also the leader of the House, said that the issue of unchecked noise pollution is a serious concern of the government. He said that in order to regulate such public nuisance/disturbances the government is mulling to prepare a Bill in consultation with all Members of the House and table it before the House.
The Chief Minister was replying to a Calling Attention moved by MLA Shri Kh. Joykisan Singh today in the House.
The Chief Minister also said that the State Traffic has been instructed to publish a booklet on the various traffic norms including identifying no horn zones, zebra crossings, school area etc. and to distribute the same during traffic check.
Regarding loudspeakers, there is a provision that loudspeakers cannot be used without permission of the concerned DCs, the Chief Minister said and further observed that the government will ensure that the implementation of the regulations are strengthened.
He said that there is already an official notification issued on April 2, 2017 to regulate noise pollution by identifying no horn zones, regulations on use of loudspeakers, etc.
In reply to another Calling Attention moved by MLA Shri K.Ranjit Singh, the Chief Minister said that availability of text books for the students of government aided schools was affected when the Hindustan Paper Corporation Limited which was the sole supplier of paper for printing of textbooks for the entire State withdrew suddenly.
He also said that rectification of certain anomalies like identification of non-existent students whose names were included in students’ lists had also delayed the same.
Education Minister Shri Thokchom Radheshyam in his reply to the Call Attention Motion raised by MLA K.Ranjit said that the target for distribution of textbooks for this academic session is to complete it between March 1 to March 31, 2018.
