Imphal, February 20, 2018 (DIPR) : On day 12 of the 4th Session of the 11th Manipur Legislative Assembly, the House unanimously passed four Demands for Grants amounting to Rs 372,38,57,000.
The Demands for Grants include Demand No. 15-(Consumer Affairs, Food and Public Distribution) Rs 56,73,30,000/-, Demand No. 22-(Public Health Engineering) Rs 253,25,79,000/-, Demand No. 37-(Fisheries) Rs 32,62,10,000/- and Demand No. 41-(Art and Culture) Rs. 29,77,38,000/-.
Art and Culture Minister, Shri L. Jayantakumar Singh said that the Government is in the final stage to publish the Film Policy, 2016 at the Manipur Gazette within two to three months. While giving clarification to an observation made by MLA Shri K. Ranjit, he also said the equipments and machines for the Manipur State Film & Television Institute will be procured by August 2018. The recruitment process will begin soon for the 17 academic posts and 12 non-academic posts which had been given Cabinet approval. The Minister also informed the house that site for the Film Institute and Film City is yet to be earmarked and the Government is actively looking for a suitable location.
PHED Minister, Shri Losii Dikho expressed concern over the increasing water scarcity in Greater Imphal area said 19 water treatment plants with the capacity of 104 MLD (Million Litres per Day) as against requirement of 120 MLD is unable to meet the requirement. The water treatment plant at Chingkhei Ching, Imphal East with a capacity of 45 MLD will help in solving the issue of water scarcity. The water treatment plant will be completed in one year. Clarifying to a Policy Cut motion put up by MLA Shri K. Meghachandra Singh, the Minister said that there is no scheme at present for towns with population less than 1 lakh.The Minister also informed the house that the Pangaltabi Scheme will be commissioned by 31st March, 2018 and the Heiyen Labuk Water Supply Scheme will be ready for commission after depositing Rs 9 lakh to the Power Department for electrification during the current year.
Supplementing to the answer given by the PHED Minister, Leader of the House, Chief Minister Shri N. Biren Singh said that all issues relating to the yet to be commissioned Waithoupat Water Supply Scheme will be resolved soon.
PHED Minister, Shri Losii Dikho appealed to the people of the State on the need for water and forest conservation. He also appreciated the Chief Minister for taking initiative to stop the practice of Jhum cultivation in Manipur. The Minister also appealed to all the members of the House to educate people on water and forest conservation.
Fisheries Minister, Shri N. Kayisii said that at present, there is no post of Assistant Fishery Officer in the Fisheries Department and the Recruitment Rules is under process for Assistant Fishery Officer.
CAF & PD Minister, Shri Karam Shaym, during the Demand Discussion said that 26,863 free LPG cylinders have been distributed under the PMUY since June 5, 2017. Stating that only 32,850 applicants have submitted their KYCs, the Minister appealed to all the Members of the House to help in raising awareness on the scheme in their respective Assembly Constituencies. The Minister also clarified that honoraria of FPS agents in four Districts has been cleared while the clearance for the remaining 12 Districts is under process.
In today’s discussion for Demands for Grants, MLA Shri N. Loken Singh, MLA Shri Kh. Joykisan Singh and MLA Shri K. Meghachandra Singh moved the policy cuts while MLA Shri K. Ranjit Singh and MLA Shri O. Lukhoi Singh gave their observations.
The House also introduced The Manipur Parliamentary Secretary (Appointment, Salary and Allowances and Miscellaneous Provisions) Repealing Bill, 2018; The Manipur Public Service Commission (Additional Functions) Second Amendment Bill, 2018. The House also introduced and referred The Manipur (Hill Areas) District Councils (Fifth Amendment) Bill, 2018 and The Manipur Agricultural Produce and Livestock Marketing (Promotion and Facilitation) Bill, 2018 to the Hill Area Committee.
