Pothashang News Service : Imphal, February 12, 2018: Chief minister Nongthombam Biren Singh today assured in the House to launch Chief Minister-gi Eikhoi Lairik Yengminnasi scheme within 10 days during the discussion hour.
Biren Singh said the government is trying its level best to provide a quality life and to improve the standard of living of the people of the state. He reiterated the need for a topographical need based budget to bring inclusive development in both hills and valley. New initiatives and schemes have already been implemented to improve various sectors in the state, he added.
During the discussion, Biren Singh said that the government is implementing human oriented schemes targeted to benefit the poorest of the poor. He also said that the new government is committed to maintain maximum transparency towards bringing inclusive development in the state. The government has already launched website of Digital Application for Review by Public and Nation (DARPAN) to monitor the progress of various developmental projects undertaken by various departments in the state.
On day 7 of the 4th session of the 11th Manipur Legislative Assembly, the House unanimously passed five demands for grants amounting to Rs. 2473,53,63,000. The demands for grants include demand for animal husbandry and veterinary including dairy farming amounting Rs. 114,89,42,000, demand for community and rural development Rs. 1787,77,53,000, demand for planning Rs. 442,98,54,000, demand for state academy of training Rs. 6,83,80,000 and demand for minorities and other backward classes and scheduled caste department Rs. 121,04,34,000.
Biren Singh said the government has already waged a war against drugs and is finding out ways to provide alternative means of livelihood for farmers indulging in poppy cultivation.
Giving clarification on the policy cuts and observations raised by MLA Md. Abdul Nasir, MLA P. Brojen Singh and MLA O. Surjakumar, the chief minister said the selection of beneficiaries and implementation of MOBC schemes are done under the supervision of work advisory committee. Stating that there is acute shortage of manpower in the MOBC department, the Biren Singh said the department has been bifurcated into two departments viz. department of welfare of minorities and department of MOBCs&SCs. He stated that there are no irregularities in EDP and other MOBC schemes and irregularities in utilisation of department funds. He maintained that the list of beneficiaries for various schemes will be uploaded soon in the website and published through media.
MLAs Th. Lokeshwar Singh, K. Meghachandra Singh, Md. Abdul Nasir raised policy cuts during the discussion and voting of demands of grants during the discussion. MLAs P. Brojen Singh, K. Leishiyo and Surjakumar Okram also participated and gave their observation during the discussion.
