Imphal, February 13, 2018(DIPR): On day 8 of the 4th session of the 11th Manipur Legislative Assembly, Deputy Chief Minister Shri Yumnam Joykumar Singh informed the House that pending salaries of teachers under Autonomous District Council (ADCs) will be released after the ongoing audit process is over.
Supplementing to the Tribal Affairs Minister’s reply to a Calling Attention Motion moved by Opposition Member Shri Kh. Joykishan Singh on non-payment of teacher’s salary under ADCs, Shri Joykumar Singh who is also in-charge of Finance said that there has been abnormal excess in expenditure with respect to payment of salaries for the teachers in the current financial year.
He said, around Rs. 15.67 crores/month was incurred in the financial year 2016- 17 regarding salary payment. However, in the current financial year, around Rs. 33.29 crores/month has been incurred in the last 7-8 months which is almost double from previous year spending almost Rs. 233.72 crores. But, only Rs. 247.77 crores has been earmarked in the current financial year for their payment. Therefore, excess authorisation is needed for the purpose and Government will look into it.
Deputy Chief Minister further informed the House that an Audit team headed by Commissioner (Taxes) Shri Hrishikesh Modak with Deputy Secretary (TA & Hills) Smt. Maibam Kamala Devi and Under Secretary (Finance) Shri L. Fimate as members has been instituted to look into the excess in expenditure regarding the salary payment. The team will thoroughly investigate the matter and after the audit is over, Government will look into their findings and if any irregularity is found, necessary action will be initiated against those who are responsible for the same and also pending salary payment will be made.
Earlier, replying to the motion, Tribal Affairs & Hills Minister Shri Kayisii informed the House that his department has already approached for excess authorisation to the Finance department to clear the pending salaries of teachers and once the authorisation is granted and audit process is over, pending salaries will be cleared.
Raising the motion, Shri Kh. Joykishan Singh drew the attention of the concerned minister to clear the pending salaries of teachers at the earliest so that their grievances can be addressed.
