Imphal, February 22, 2018 (DIPR): On day 13 of the 4th session of the Manipur Legislative Assembly yesterday, Leader of the House, Chief Minister Shri N. Biren Singh informed the House that the Anti-Corruption & Vigilance Department have registered a total of 835 cases in the past five years. Under the Anti Corruption Cell, 354 cases were registered and 481 cases under the Vigilance Wing.
He also said that since January, 2013, 307 cases were disposed after enquiry by Anti Corruption Cell and 353 cases disposed after enquiry by Vigilance Wing out of which 18 are FIRs, 3 chargesheeted and 1 returned in Final report. Regarding the status of complaints/cases filed, he said that, there is 47 cases pending with Anti Corruption Cell while 128 cases with the Vigilance Wing.
In the last five years against the cases registered by Anti-Corruption Cell & Vigilance Department, he said 1 (one) conviction has taken place.
The Chief Minister said all the persons arrested in connection with FIR Cases are remanded into Judicial Custody for a period of 15 days while the accused persons having anticipatory bail are not remanded. Pending conviction by the court in the cases under trial, Departmental Action in the following cases are 67 Major Penalty, 27 Minor Penalty, 4 cases of Recovery and 1 cases of Rectification was provided by N. Biren Singh, answering to the starred question put up by Shri Kh. Joykisan Singh.
The Leader of the House said to protect the identity and safeguard the minority community of the state against the force assimilation, two IRB post were opened at two villages (khun), one at Aimol Ngairong and another at Molnom Kuki conducting Combing Operations and frisking with Commando.
The Chief Minister replying to Shri Kh. Joykisan Singh, he said, based on threat assessed by State Level Security Review Committee and also Central Agencies fifteen ex-minister/ex-MLAs and thirteen non – Government officials are provided security (Guard & escort) as on February 17, 2018 under State list. Two people under Central list have been provided security. One person as per Supreme Court Order dated 18/07/2017 has security cover.
Replying to the question raised by Shri K. Ranjit Singh the Chief Minister said that under Suspension of Operation there is 1122 (one thousand one hundred twenty two) cadres of Kuki National Organisation (KNO) and 1059 (one thousand and fifty nine) cadres of United People’s Front. He added that as stipend, Rs. 7, 85, 16, 000 is being spent per annum.
Responding to a question raised by Shri D. Korungthang, Tribal Affairs & Hills Minister, Shri, N. Kayisii said that Post Matric Scholarship for the year 2016-17 for the students studying outside Manipur has been released to some students but for majority of students the stipend is yet to be released. He also added that the reason for non-disbursement of the Post Matric Scholarship to the scheduled tribe students studying outside the state is due to inadequate fund release by the Ministry of Tribal Affairs.
Replying to a starred question raised by Shri Alfred Kanngam Arthur, Revenue Minister, Shri Karam Shyam said that 11 (eleven) sanctioned posts and 3 (three) staff have been posted at the Sahamphung Sub Divisional Office Head Quarter.
Minister Karam Shyam who also holds the portfolio of CAF& PD said that there is total number of 120 (one hundred and twenty) staffs with 1 (one) post of Controller, 1 (one) post of Deputy Controller, 4 (four) posts of Assistant Controller and 1 (one) post of Lady Assistant Controller.
